Saudi Real Estate Refinance Company Launches Second RMBS Issuance with First Domestic Credit Ratings

The Saudi Real Estate Refinance Company (SRC), which operates under the Public Investment Fund umbrella, has unveiled its second Residential Mortgage-Backed Securities (RMBS) offering. This move represents a notable milestone for the expansion of the kingdom’s securitisation sector.

According to the announcement, this marks the first time a domestic issuance of this type has obtained published credit ratings from both Moody’s Ratings and Fitch Ratings. The offering reflects a meaningful progression in the kingdom’s secondary real estate finance market, advancing from the creation of a fresh investment asset class toward reinforcing its credit framework and delivering an independent evaluation of its risks.

Such progress is set to improve transparency, widen involvement from institutional investors and deepen the integration between the real estate finance ecosystem and capital markets.

This initiative follows SRC’s debut issuance in August 2025, which laid the groundwork for a domestic model of securitizing residential mortgage financings and linking financing portfolios with capital markets. The latest offering introduces an institutional credit element to that framework, fostering the growth of a sustainable and scalable issuance market while laying a foundation for further advancement of this investment asset class within the kingdom.

Majed bin Abdullah Al-Hogail, Minister of Municipalities and Housing and Chairman of SRC, remarked that cultivating the secondary real estate finance market served as a crucial component in boosting the housing finance ecosystem’s efficiency through expanding long-term liquidityonnection between real estate finance and capital markets

Al-Hogail noted that this issuance continues ongoing endeavors to build a more sophisticated and sustainable real estate finance market, supported by a varied array of financing instruments, transparent credit frameworks and a wider investor base. He further stated that the advancements made illustrate the kingdom’s financial ecosystem capacity to create new investment instruments that drive housing sector growth, enhance capital allocation efficiency and generate expanded opportunities for institutional investment.
