The federal government has revealed that the 200,000 additional in-Canada permanent residence spaces for 2027 will go to workers selected by provinces and territories and to approved-in-principle humanitarian and compassionate applicants, as well as to foreign nationals who have already applied through the
- Start-up Visa Program;
- Self-Employed Persons Program;
- Agri-Food Pilot;
- Home care workers pathways;
- Family Class pathway;
- Hongkonger pathways; and
- Ukrainian nationals with family members in Canada pathway.
Canada’s immigration department published the details on Nov. 5, 2026 on a new government web page, titled “Managing a responsive and predictable immigration system.”
There are two cohorts for these 2027 TR-to-PR transition measures (2027 TPTMs).
For the economic cohort, up to 100,000 spots will be allotted to workers eligible for permanent residence through the Provincial Nominee Program (PNP) and to foreign nationals waiting for decisions under select closed economic pathways, which include but are not limited to those listed above.
The other tranche of up to 100,000 spaces will be used to process all remaining applications for
- the Hongkonger pathways; and
- the Ukrainian nationals with family members in Canada pathway
along with some applications for
- the approved-in principle humanitarian and compassionate applicants; and
- spouses, common-law partners, and children of Canadian citizens and permanent residents.
Qualifying foreign nationals do not need to take any action to be considered under the 2027 TPTMs.
The 200,000 spaces are on top of the annual permanent residents admissions target of 380,000 for the year 2027, as the government revealed when it first mentioned the 2027 TPTMs when it published Budget 2026 on Nov. 5.
