The announcement comes ahead of a previously announced reduction in the graduate visa from two years to 18 months, due to take effect from January 2027.
The Budget describes the new measure as an extension of the graduate visa “from 18 months to two years for eligible universities”.
The Budget does not specify how a “high-compliance” university will be defined, what constitutes “strong labour market outcomes”, or how many UK universities are expected to qualify for the longer visa.
The announcement comes as UK universities get to grips with tougher Basic Compliance Assessment (BCA) requirements governing their student sponsor licences, amid increased scrutiny of international student recruitment and visa compliance. The Budget does not state whether the new graduate visa eligibility criteria will be linked to BCA requirements.
Elsewhere in the document, the government places the policy within a wider push to attract highly skilled international talent to the UK.
It says the government will “deliver the most pro-business migration system in Europe for high-skill workers”, while tightening immigration routes for lower and medium-skilled workers.
“To go further in attracting the world’s best graduates, the government will expand the High Potential Individual visa to support applicants with eligible qualifications from the top 150 of the world’s best institutions, with a proportional increase to the cap under the scheme,” the Budget states.
Responding to the Autumn Budget,Hollie Chandler, director of strategic policy at the Russell Group said it is “encouraging to see the government recognising the benefits that the world’s most talented international students and graduates bring to the UK”.
“Avoiding the planned reduction in the length of the graduate visa for highly compliant universities will help protect our reputation as a global study destination and maximise the contributions of these graduates to the UK workforce,” she added.
